Narrative:
After a late arrival, aircraft 'quick-turned' for next departure, pushed back for next flight on time, but the fueler put insufficient fuel on board. Due to ATC, jumpseat rider, and clearance changes we were distracted during the checklist. Fuel quantity discrepancy noticed on 'taxi checklist' after engines started and pushed from gate. No flight occurred, crew elected to return to gate. Sterile environment was not controled by crew. Supplemental information from acn 263402: distrs from receiving a clearance with a 'wheels up' time and the ensuing discussion about whether to taxi or take delay at gate, etc. Distrs from jumpseat rider arriving while checklist was read. Fueler 'hooked up' but left when he discovered he was out of fuel and never returned. Being rushed to make an on-time departure. Corrective action: eliminate (do not allow) distrs during checklists. Read and respond to checklists like it's the first time you've read it or responded to it. Supplemental information from acn 263393: fuel check missed during checklist due to multiple checklist interruptions. Restarted checklist picked up after fuel item. 30 min ground hold delay by ATC. Shutdown equipment to conserve fuel on restarting engines and before takeoff checklist fuel shortage discovered. Returned to gate, proper fuel boarded. As PIC I will be changing my personal procedures to include a sign off of fuel boarded on aircraft.
