Narrative:
Spokane, wa, approach is the controling facility for IFR traffic in and out of coeur D'alene, identification, which is about 32 mi northeast of spokane. Since the consolidation of the FSS, boise, identification, AFSS is the facility that handles the NOTAMS for coeur D'alene. There is no procedure/LOA between boise and spokane approach control for the distribution of NOTAMS. Spokane approach is not getting the NOTAMS for coeur D'alene. The only way to contact boise AFSS is by commercial telephone. This morning I released an air carrier X off coeur D'alene IFR to boise, identification. The pilot asked me if the NOTAM closing the runway had been canceled. I had no knowledge the runway was closed. About 3 hours later, I cleared small transport Y for an ILS approach to runway 5 at coeur D'alene. When the aircraft was about 3 mi final the pilot came back on the frequency and said he was making a missed approach because there was men and equipment on the runway. The snow plow driver, then came up on the frequency and said they were plowing the runway and it was closed. Again, I had no knowledge of the runway closure. The WX was very poor in both instances. There is also no procedure for spokane approach to get the coeur D'alene AWOS information.

Title: APCH CTLR UNAWARE OF CLOSED RWY SMT Y MADE APCH TO OCCUPIED RWY AND MISSED APCH.
Narrative: SPOKANE, WA, APCH IS THE CTLING FACILITY FOR IFR TFC IN AND OUT OF COEUR D'ALENE, ID, WHICH IS ABOUT 32 MI NE OF SPOKANE. SINCE THE CONSOLIDATION OF THE FSS, BOISE, ID, AFSS IS THE FACILITY THAT HANDLES THE NOTAMS FOR COEUR D'ALENE. THERE IS NO PROC/LOA BTWN BOISE AND SPOKANE APCH CTL FOR THE DISTRIBUTION OF NOTAMS. SPOKANE APCH IS NOT GETTING THE NOTAMS FOR COEUR D'ALENE. THE ONLY WAY TO CONTACT BOISE AFSS IS BY COMMERCIAL TELEPHONE. THIS MORNING I RELEASED AN ACR X OFF COEUR D'ALENE IFR TO BOISE, ID.
