Narrative:

I preflted the airplane got my IFR clearance and got takeoff clearance and took off. At about 50 ft AGL I noticed the right side of the cowl rising. I had room to land, but I retarded the power too much and too quickly for my confign, speed, weight and altitude. The airplane's descent could not be stopped fast enough and it struck the runway and bounced. Upon touching down again I found the left main tire was flat and there was damage to the cargo pod under the plane. Human performance: reaction to an unexpected event was too sudden and too extreme. It may have been better to go around and make a normal landing but I was not sure the cowling would stay attached.

Title: ATX PLT VIEWS LOOSE COWLING ON TKOF AND ABORTS TKOF. MAKES HARD LNDG.

Narrative: I PREFLTED THE AIRPLANE GOT MY IFR CLRNC AND GOT TKOF CLRNC AND TOOK OFF. AT ABOUT 50 FT AGL I NOTICED THE R SIDE OF THE COWL RISING. I HAD ROOM TO LAND, BUT I RETARDED THE PWR TOO MUCH AND TOO QUICKLY FOR MY CONFIGN, SPD, WT AND ALT. THE AIRPLANE'S DSCNT COULD NOT BE STOPPED FAST ENOUGH AND IT STRUCK THE RWY AND BOUNCED. UPON TOUCHING DOWN AGAIN I FOUND THE L MAIN TIRE WAS FLAT AND THERE WAS DAMAGE TO THE CARGO POD UNDER THE PLANE. HUMAN PERFORMANCE: REACTION TO AN UNEXPECTED EVENT WAS TOO SUDDEN AND TOO EXTREME. IT MAY HAVE BEEN BETTER TO GAR AND MAKE A NORMAL LNDG BUT I WAS NOT SURE THE COWLING WOULD STAY ATTACHED.
