Narrative:

I was on an IFR flight plan, ptk LORAN direct to 6m2. I was talking to hulman approach at XU53Z. A piper arrow passed exactly overhead, no more than 100 ft, heading north. I was on a heading of 230 degrees. I asked the controller why he didn't report this plane in my area. He said he did not see him. Seems odd such a plane at 8000 ft going north wouldn't be seen when the controller had no problem seeing me. This is a risky situation if such is the case. Do you have faulty radar? If the other plane was at 8000 ft he must also have been on an IFR plan!

THIS IS A RISKY SIT IF SUCH IS THE CASE. DO YOU HAVE FAULTY RADAR? IF THE OTHER PLANE WAS AT 8000 FT HE MUST ALSO HAVE BEEN ON AN IFR PLAN!
