Narrative:
Approaching VOR on off-airway IFR clearance in VMC, I looked down to set outbound radial, looked up to see a high-wing single large aircraft in windshield, slightly above me and crossing right to left in a descent. I abruptly pushed yoke forward, as other aircraft continued descent to 4500 ft! I had received no TA from ATC. After leveling off from approximately 100 ft descent, I called ATC and asked if they had me on radar. They answered affirmative. I informed them that I had experienced an near midair collision, they then reported VFR traffic at 1-2 mi and 4500 ft! When I informed ATC of details they indicated they were using a secondary radar which 'wasn't too good.' 28 mi further west, they advised me 'radar contact lost.' after landing, telephone conversation with ATC indicated they had been experiencing radar outages. I passed this information on to FSDO. Controller contacted stated he idented other aircraft and talked to pilot.

Title: AN IFR SMA HAS AN NMAC WITH A VFR HIGH WING CESSNA. TFC NOT ISSUED BY ATC.
Narrative: APCHING VOR ON OFF-AIRWAY IFR CLRNC IN VMC, I LOOKED DOWN TO SET OUTBOUND RADIAL, LOOKED UP TO SEE A HIGH-WING SINGLE LARGE ACFT IN WINDSHIELD, SLIGHTLY ABOVE ME AND XING R TO L IN A DSCNT. I ABRUPTLY PUSHED YOKE FORWARD, AS OTHER ACFT CONTINUED DSCNT TO 4500 FT! I HAD RECEIVED NO TA FROM ATC. AFTER LEVELING OFF FROM APPROX 100 FT DSCNT, I CALLED ATC AND ASKED IF THEY HAD ME ON RADAR. THEY ANSWERED AFFIRMATIVE. I INFORMED THEM THAT I HAD EXPERIENCED AN NMAC, THEY THEN RPTED VFR TFC AT 1-2 MI AND 4500 FT! WHEN I INFORMED ATC OF DETAILS THEY INDICATED THEY WERE USING A SECONDARY RADAR WHICH 'WASN'T TOO GOOD.' 28 MI FURTHER W, THEY ADVISED ME 'RADAR CONTACT LOST.' AFTER LNDG, TELEPHONE CONVERSATION WITH ATC INDICATED THEY HAD BEEN EXPERIENCING RADAR OUTAGES. I PASSED THIS INFO ON TO FSDO. CTLR CONTACTED STATED HE IDENTED OTHER ACFT AND TALKED TO PLT.
