Narrative:
ATC cleared our flight to climb to FL280. Altitude was set and armed on the flight guidance system. While crossing the lch VOR our aircraft TCASII warned us of traffic from the opposite direction. TCASII RA occurred and we transitioned from a climb to a descent. We had visual sighting of the aircraft the moment our TCASII warned us of the traffic. ATC came on the radio asking us if we were leveling at FL270. We stated our clearance was to climb to FL280 and the controller replied to maintain FL270. The opposing aircraft was climbing out of FL280 at the same time we commenced our descent. The opposing flight passed to our left with a 1000 ft altitude separation and 2 mi. When the altitude assignment was given, we confirmed that altitude with a readback to the iah ATC. No TA was given prior to the incident about any crossing of the opposing aircraft. It is my understanding that when given an altitude separation of less than 3000 ft that TA's are required for opposing aircraft.

Title: MLG CLBING TO ASSIGNED ALT HAS TCASII RA.
Narrative: ATC CLRED OUR FLT TO CLB TO FL280. ALT WAS SET AND ARMED ON THE FLT GUIDANCE SYS. WHILE XING THE LCH VOR OUR ACFT TCASII WARNED US OF TFC FROM THE OPPOSITE DIRECTION. TCASII RA OCCURRED AND WE TRANSITIONED FROM A CLB TO A DSCNT. WE HAD VISUAL SIGHTING OF THE ACFT THE MOMENT OUR TCASII WARNED US OF THE TFC. ATC CAME ON THE RADIO ASKING US IF WE WERE LEVELING AT FL270. WE STATED OUR CLRNC WAS TO CLB TO FL280 AND THE CTLR REPLIED TO MAINTAIN FL270. THE OPPOSING ACFT WAS CLBING OUT OF FL280 AT THE SAME TIME WE COMMENCED OUR DSCNT. THE OPPOSING FLT PASSED TO OUR L WITH A 1000 FT ALT SEPARATION AND 2 MI. WHEN THE ALT ASSIGNMENT WAS GIVEN, WE CONFIRMED THAT ALT WITH A READBACK TO THE IAH ATC. NO TA WAS GIVEN PRIOR TO THE INCIDENT ABOUT ANY XING OF THE OPPOSING ACFT. IT IS MY UNDERSTANDING THAT WHEN GIVEN AN ALT SEPARATION OF LESS THAN 3000 FT THAT TA'S ARE REQUIRED FOR OPPOSING ACFT.
