Narrative:
Air carrier X departed lgb airport runway 30. Tower instructed us to 'maintain runway heading to 1500 ft, then turn left to 180 degrees and maintain 3000 ft.' upon our departure, the tower operator instructed a helicopter 'police Y' to turn away from the runway which we were taking off from. The police pilot refused to do so, instead he tied up the frequency explaining that he needed to follow a slow moving car on the freeway, it was night, and we couldn't see the helicopter until he came out from under us on the left side of our aircraft. I find it incredible that a police helicopter, not in a 'hot pursuit' can ignore FAA ATC instructions when in an air traffic area. This police pilot's actions were irresponsible and jeopardized the safety of both aircraft.

Title: Y NON ADHERENCE TO ATC INSTRUCTION. HAD NMAC WITH DEPARTING ACR X. PLTDEV.
Narrative: ACR X DEPARTED LGB ARPT RWY 30. TWR INSTRUCTED US TO 'MAINTAIN RWY HDG TO 1500 FT, THEN TURN L TO 180 DEGS AND MAINTAIN 3000 FT.' UPON OUR DEP, THE TWR OPERATOR INSTRUCTED A HELI 'POLICE Y' TO TURN AWAY FROM THE RWY WHICH WE WERE TAKING OFF FROM. THE POLICE PLT REFUSED TO DO SO, INSTEAD HE TIED UP THE FREQ EXPLAINING THAT HE NEEDED TO FOLLOW A SLOW MOVING CAR ON THE FREEWAY, IT WAS NIGHT, AND WE COULDN'T SEE THE HELI UNTIL HE CAME OUT FROM UNDER US ON THE L SIDE OF OUR ACFT. I FIND IT INCREDIBLE THAT A POLICE HELI, NOT IN A 'HOT PURSUIT' CAN IGNORE FAA ATC INSTRUCTIONS WHEN IN AN ATA. THIS POLICE PLT'S ACTIONS WERE IRRESPONSIBLE AND JEOPARDIZED THE SAFETY OF BOTH ACFT.
