Narrative:
Experimental light aircraft (bucaneer ii) without working radio was buzzing near active runway at low altitude (less than 100 ft) but not in pattern. As I lifted nosewheel for takeoff on runway 11, other craft crossed over runway at 75 ft AGL, necessitating aborted takeoff. Later, some craft crossed in front of me on short final and landed at 45 degree angle on grass immediately in front of runway. My recommendations: such aircraft shouldn't be permitted to operate near any airport unless they're willing to follow established procedures regarding traffic pattern, not cutting in front of other aircraft, etc. Also, they should be forced to abide by far 91.111, 91.113, 91.119, etc like the rest of us (already reported to orlando FSDO).

Title: SMA HAS NMAC WITH EXPERIMENTAL ACFT AT NON TWR ARPT. ABORTS TKOF TO AVOID COLLISION.
Narrative: EXPERIMENTAL LIGHT ACFT (BUCANEER II) WITHOUT WORKING RADIO WAS BUZZING NEAR ACTIVE RWY AT LOW ALT (LESS THAN 100 FT) BUT NOT IN PATTERN. AS I LIFTED NOSEWHEEL FOR TKOF ON RWY 11, OTHER CRAFT CROSSED OVER RWY AT 75 FT AGL, NECESSITATING ABORTED TKOF. LATER, SOME CRAFT CROSSED IN FRONT OF ME ON SHORT FINAL AND LANDED AT 45 DEG ANGLE ON GRASS IMMEDIATELY IN FRONT OF RWY. MY RECOMMENDATIONS: SUCH ACFT SHOULDN'T BE PERMITTED TO OPERATE NEAR ANY ARPT UNLESS THEY'RE WILLING TO FOLLOW ESTABLISHED PROCS REGARDING TFC PATTERN, NOT CUTTING IN FRONT OF OTHER ACFT, ETC. ALSO, THEY SHOULD BE FORCED TO ABIDE BY FAR 91.111, 91.113, 91.119, ETC LIKE THE REST OF US (ALREADY RPTED TO ORLANDO FSDO).
