Narrative:
Air carrier X 10000 ft assigned roc departure control handed us off to ZOB 125.2, no response. TCASII RA commanded descent at 2500 FPM for plus 200 traffic Y at 1 O'clock position. Descended to 9500 ft for RA. Roc departure control or ZOB 'botched' the traffic separation and handoff, a very near thing. No traffic and no heading change given and acknowledged. TCASII saved us.

Narrative: ACR X 10000 FT ASSIGNED ROC DEP CTL HANDED US OFF TO ZOB 125.2, NO RESPONSE. TCASII RA COMMANDED DSCNT AT 2500 FPM FOR PLUS 200 TFC Y AT 1 O'CLOCK POS. DSNDED TO 9500 FT FOR RA. ROC DEP CTL OR ZOB 'BOTCHED' THE TFC SEPARATION AND HDOF, A VERY NEAR THING. NO TFC AND NO HDG CHANGE GIVEN AND ACKNOWLEDGED. TCASII SAVED US.
