Narrative:
Air carrier X 10000 ft assigned roc departure control handed us off to ZOB 125.2, no response. TCASII RA commanded descent at 2500 FPM for plus 200 traffic Y at 1 O'clock position. Descended to 9500 ft for RA. Roc departure control or ZOB 'botched' the traffic separation and handoff, a very near thing. No traffic and no heading change given and acknowledged. TCASII saved us.
