Narrative:
En route from rdu to clt we were on the 'magic 7 arrival' into clt. We were talking to gso approach level at 6000 ft when I noticed a high wing cessna at our altitude coming right at us from our 1 O'clock position. At the same time I took action to descend, our TCASII alert went off, telling us to descend and showed his altitude as the same as ours. It also directed us to descend which we were doing. We descended to 5000 ft and told gso approach of the incident. They later said that we were still in rdu's airspace and never saw the other aircraft on his radar. Apparently the cessna did have a transponder but didn't have it on until he was within 1 mi of us, because our TCASII didn't show him or give us a warning until it was within 1 mi of us.

Title: LTT SIGHTS TFC AND TAKES ACTION AS TCASII RA SOUNDS.
Narrative: ENRTE FROM RDU TO CLT WE WERE ON THE 'MAGIC 7 ARR' INTO CLT. WE WERE TALKING TO GSO APCH LEVEL AT 6000 FT WHEN I NOTICED A HIGH WING CESSNA AT OUR ALT COMING RIGHT AT US FROM OUR 1 O'CLOCK POS. AT THE SAME TIME I TOOK ACTION TO DSND, OUR TCASII ALERT WENT OFF, TELLING US TO DSND AND SHOWED HIS ALT AS THE SAME AS OURS. IT ALSO DIRECTED US TO DSND WHICH WE WERE DOING. WE DSNDED TO 5000 FT AND TOLD GSO APCH OF THE INCIDENT. THEY LATER SAID THAT WE WERE STILL IN RDU'S AIRSPACE AND NEVER SAW THE OTHER ACFT ON HIS RADAR. APPARENTLY THE CESSNA DID HAVE A XPONDER BUT DIDN'T HAVE IT ON UNTIL HE WAS WITHIN 1 MI OF US, BECAUSE OUR TCASII DIDN'T SHOW HIM OR GIVE US A WARNING UNTIL IT WAS WITHIN 1 MI OF US.
