Narrative:
Descent into cae, passing 9500 ft MSL, a light twin (beech baron) was observed by captain at 10 O'clock approximately 2 mi. As he maneuvered to the right and slightly down, approach control informed us of possible traffic at 10 O'clock passing behind. TCASII was operational, the only information ever received was 'traffic, traffic' one time. No resolution was given. Traffic then disappeared from TCASII and had not been on TCASII prior to this call. Traffic was 10 O'clock, approximately 1 1/2 mi on TCASII. Captain maneuvered clear of conflict, light twin also maneuvered into a right turn to evade. Upon questioning, approach control said traffic in question had been intermittent. Due to TCASII information we believe that light twin had an intermittent transponder.

Title: MLG HAS NMAC WITH SMT. TCASII ALERT.
Narrative: DSCNT INTO CAE, PASSING 9500 FT MSL, A LIGHT TWIN (BEECH BARON) WAS OBSERVED BY CAPT AT 10 O'CLOCK APPROX 2 MI. AS HE MANEUVERED TO THE R AND SLIGHTLY DOWN, APCH CTL INFORMED US OF POSSIBLE TFC AT 10 O'CLOCK PASSING BEHIND. TCASII WAS OPERATIONAL, THE ONLY INFO EVER RECEIVED WAS 'TFC, TFC' ONE TIME. NO RESOLUTION WAS GIVEN. TFC THEN DISAPPEARED FROM TCASII AND HAD NOT BEEN ON TCASII PRIOR TO THIS CALL. TFC WAS 10 O'CLOCK, APPROX 1 1/2 MI ON TCASII. CAPT MANEUVERED CLR OF CONFLICT, LIGHT TWIN ALSO MANEUVERED INTO A R TURN TO EVADE. UPON QUESTIONING, APCH CTL SAID TFC IN QUESTION HAD BEEN INTERMITTENT. DUE TO TCASII INFO WE BELIEVE THAT LIGHT TWIN HAD AN INTERMITTENT XPONDER.
