Narrative:
X, a russian mig-21 was inbound to aurora, il. The arrival path was from over plant intersection, vectors to aurora, il, at 11000 ft. X was at a ground speed of 560 KTS. The aircraft was descended to 4000, at which time the pilot of X advised he would be at 300 KTS min. The pilot advised he did not have navigational instruments. IFR with no instruments? Sounds unsafe. The vector was going to be for a visual approach. The pilot stated he would like to be positioned approximately 10 mi south of aurora and then overfly the airport to 'get his bearings.' once cleared for visual approach, X descended to 1800 MSL with a ground speed of 330 KTS. The pilot seemed to be way behind the airplane.
