Narrative:
I was working arrival and departure combined. The foreign pilot checked on at 13000 ft. I told him to expect visual approach runway 17R. I briefed the next controller to watch him at 13000 ft. The pilot then descended to 10000 ft without a clearance. After talking to the pilot, he heard visual approach, but missed the word 'expect.' I shall be more vigilant with foreign pilots.

Narrative: I WAS WORKING ARR AND DEP COMBINED. THE FOREIGN PLT CHKED ON AT 13000 FT. I TOLD HIM TO EXPECT VISUAL APCH RWY 17R. I BRIEFED THE NEXT CTLR TO WATCH HIM AT 13000 FT.
