Narrative:
Conducting a cessna C-172 chkout at wheeler aaf, hi. Completed a normal preflight. All fuel sumps were checked and drained, no contaminates were found in fuel. Fuel tank level was 3/4 full. Normal startup, taxi, engine runup in accordance with cessna C-172 checklist. Taxi to hold short line completed before takeoff checklist in accordance with cessna C-172 checklist. Back taxi to end of runway 060 for takeoff. Student added full power and at rotation speed of 55 KTS, and climb at vy of 72 KTS, at approximately 250 ft AGL, engine started to lose power. I immediately lowered the pitch angle of nose and reduced power, full flaps and landed on side of road on airport grounds. No damage to aircraft was down. Taxied back to parking area. On inspection of fuel, engine, and high power no discrepancies were found with aircraft.

Title: INSTRUCTOR PLT OF A C-172 MADE FORCED LNDG ON ARPT DUE TO PWR LOSS DURING CLBOUT. THERE WAS NO DAMAGE TO THE ACFT.
Narrative: CONDUCTING A CESSNA C-172 CHKOUT AT WHEELER AAF, HI. COMPLETED A NORMAL PREFLT. ALL FUEL SUMPS WERE CHKED AND DRAINED, NO CONTAMINATES WERE FOUND IN FUEL. FUEL TANK LEVEL WAS 3/4 FULL. NORMAL STARTUP, TAXI, ENG RUNUP IN ACCORDANCE WITH CESSNA C-172 CHKLIST. TAXI TO HOLD SHORT LINE COMPLETED BEFORE TKOF CHKLIST IN ACCORDANCE WITH CESSNA C-172 CHKLIST. BACK TAXI TO END OF RWY 060 FOR TKOF. STUDENT ADDED FULL PWR AND AT ROTATION SPD OF 55 KTS, AND CLB AT VY OF 72 KTS, AT APPROX 250 FT AGL, ENG STARTED TO LOSE PWR. I IMMEDIATELY LOWERED THE PITCH ANGLE OF NOSE AND REDUCED PWR, FULL FLAPS AND LANDED ON SIDE OF ROAD ON ARPT GNDS. NO DAMAGE TO ACFT WAS DOWN. TAXIED BACK TO PARKING AREA.
