Narrative:
Controller instructed me to turn left to 310 degrees. I turned to 310 degrees. She advised that there will be parachute jumping ahead. After about 20 seconds she advised that she had checked with orlando and for me to rejoin V3. I did. After about a min, I saw an airplane high (10000 ft, approximately) at 1:30 position and about 2 mi. The plane was diving and turning in a rapid descent. Then parachutes started to appear in front of me. I saw at least 3. I turned left and the airplane dove under me. I advised the controller who said that orlando had said the jump was not to take place at this time. She said that the airplane I saw was the jump aircraft. How did communications fail and have IFR traffic fly into a jump zone? Why was the jump airplane doing aerobatics on V3 (91.303(C))?

Title: PLT OF AN SMA SEL ACFT ON AN IFR FLT EXPERIENCED A PARACHUTE ACFT AND JUMPERS DSNDING DOWN CLOSE TO HIS ACFT AFTER ATC ADVISED THAT THE 'JUMP' WAS CALLED OFF.
Narrative: CTLR INSTRUCTED ME TO TURN L TO 310 DEGS. I TURNED TO 310 DEGS. SHE ADVISED THAT THERE WILL BE PARACHUTE JUMPING AHEAD. AFTER ABOUT 20 SECONDS SHE ADVISED THAT SHE HAD CHKED WITH ORLANDO AND FOR ME TO REJOIN V3. I DID. AFTER ABOUT A MIN, I SAW AN AIRPLANE HIGH (10000 FT, APPROX) AT 1:30 POS AND ABOUT 2 MI. THE PLANE WAS DIVING AND TURNING IN A RAPID DSCNT. THEN PARACHUTES STARTED TO APPEAR IN FRONT OF ME. I SAW AT LEAST 3. I TURNED L AND THE AIRPLANE DOVE UNDER ME.
