Narrative:

Atx X (DH-8) inbound, short final. Pilot advised local controller that aircraft on ground with transponder(south) on were setting off their TCASII RA. Local informed the captain that the runway was clear and that he was cleared to land. The aircraft landed without incident. The captain later called the tower and informed us that he would have been forced to go around had the conditions been IMC. Recommendation: although safety was not an issue in this particular case, sits like this are becoming quite a concern for air traffic controllers. RA's reported by aircraft on short final are a problem because they add to frequency congestion and increase stress and workload.

Title: ATX X TCASII RA ON SHORT FINAL APCH DUE TO ACFT ON GND WITH XPONDER ON.

Narrative: ATX X (DH-8) INBOUND, SHORT FINAL. PLT ADVISED LCL CTLR THAT ACFT ON GND WITH XPONDER(S) ON WERE SETTING OFF THEIR TCASII RA. LCL INFORMED THE CAPT THAT THE RWY WAS CLR AND THAT HE WAS CLRED TO LAND. THE ACFT LANDED WITHOUT INCIDENT. THE CAPT LATER CALLED THE TWR AND INFORMED US THAT HE WOULD HAVE BEEN FORCED TO GAR HAD THE CONDITIONS BEEN IMC. RECOMMENDATION: ALTHOUGH SAFETY WAS NOT AN ISSUE IN THIS PARTICULAR CASE, SITS LIKE THIS ARE BECOMING QUITE A CONCERN FOR AIR TFC CTLRS. RA'S RPTED BY ACFT ON SHORT FINAL ARE A PROB BECAUSE THEY ADD TO FREQ CONGESTION AND INCREASE STRESS AND WORKLOAD.
