Narrative:
Military X, a U18, departed tri county airport 5 north of bjc climbing through bjc class D airspace at 6500 ft, 2 mi north. I advised my traffic. Then ground control cleared D84 when the target was identified by D84 and they had military X call us. I then gave traffic same altitude, mi ahead. Pilots do not seem to be concerned with a class D airspace.
