Narrative:

During an IFR training flight on the NDB approach into brazoria county airport, we had been cleared for the approach and a frequency change was approved by ATC. We changed to advisory frequency, but monitored approach on the second radio when approach asked if we were monitoring and advised us of another aircraft at 10 O'clock position, same altitude. The bottoms of the clouds were obscuring vision such that we had not seen the aircraft. I was still under the hood, so my instructor took control of the aircraft for evasive action. Had we not monitored approach frequency on the second radio, we would not have been alerted to the other aircraft in time to avoid conflict. It appeared as if the other aircraft -- it appeared to be a blue and white low wing sel, probably pipe -- never saw us! I believe that the other aircraft did not maintain sufficient clearance below the clouds for appropriate VFR flight and this directly affected the inability to detect the aircraft.

Title: PLTS OF AN IFR TRAINING FLT HAVE CONFLICT WITH ANOTHER ACFT WHILE DSNDING BELOW THE OVCST ON APCH TO AN UNCTLED ARPT.

Narrative: DURING AN IFR TRAINING FLT ON THE NDB APCH INTO BRAZORIA COUNTY ARPT, WE HAD BEEN CLRED FOR THE APCH AND A FREQ CHANGE WAS APPROVED BY ATC. WE CHANGED TO ADVISORY FREQ, BUT MONITORED APCH ON THE SECOND RADIO WHEN APCH ASKED IF WE WERE MONITORING AND ADVISED US OF ANOTHER ACFT AT 10 O'CLOCK POS, SAME ALT. THE BOTTOMS OF THE CLOUDS WERE OBSCURING VISION SUCH THAT WE HAD NOT SEEN THE ACFT. I WAS STILL UNDER THE HOOD, SO MY INSTRUCTOR TOOK CTL OF THE ACFT FOR EVASIVE ACTION. HAD WE NOT MONITORED APCH FREQ ON THE SECOND RADIO, WE WOULD NOT HAVE BEEN ALERTED TO THE OTHER ACFT IN TIME TO AVOID CONFLICT. IT APPEARED AS IF THE OTHER ACFT -- IT APPEARED TO BE A BLUE AND WHITE LOW WING SEL, PROBABLY PIPE -- NEVER SAW US! I BELIEVE THAT THE OTHER ACFT DID NOT MAINTAIN SUFFICIENT CLRNC BELOW THE CLOUDS FOR APPROPRIATE VFR FLT AND THIS DIRECTLY AFFECTED THE INABILITY TO DETECT THE ACFT.
