Narrative:

I was cleared for takeoff runway 31R, lear landing runway 31L. I took approximately 30 seconds to turn on lights, rechk cockpit, and bring up power. I initiated takeoff roll and at approximately 35-40 KTS, tower controller instructed landing lear to 'exit next hi-speed, cross the right, contact ground.' intersection was about my rotation point. Controller realized her error and frantically tried to stop lear. Unknown how close he came, I had no time to maneuver. Wingtip strobe lights on my plane were probably the accident preventing contact that made lear crew see me. Controller did an absolutely negligent job, should have made the nightly. Controllers need to pay attention, especially at slow times -- and always protect their airspace and aircraft in them. Lights on my wings were pulsing landing. This could have also caused me great difficulty with an engine failure because of the enormous distraction. The professionalism in the lear crew prevented the accident. All crews should always clear their own runway before crossing/entering a runway.

Title: POTENTIAL GND CONFLICT COLLISION WHEN TKOF DELAYED.

Narrative: I WAS CLRED FOR TKOF RWY 31R, LEAR LNDG RWY 31L. I TOOK APPROX 30 SECONDS TO TURN ON LIGHTS, RECHK COCKPIT, AND BRING UP PWR. CTLR REALIZED HER ERROR AND FRANTICALLY TRIED TO STOP LEAR. UNKNOWN HOW CLOSE HE CAME, I HAD NO TIME TO MANEUVER. WINGTIP STROBE LIGHTS ON MY PLANE WERE PROBABLY THE ACCIDENT PREVENTING CONTACT THAT MADE LEAR CREW SEE ME. CTLR DID AN ABSOLUTELY NEGLIGENT JOB, SHOULD HAVE MADE THE NIGHTLY. CTLRS NEED TO PAY ATTN, ESPECIALLY AT SLOW TIMES -- AND ALWAYS PROTECT THEIR AIRSPACE AND ACFT IN THEM. LIGHTS ON MY WINGS WERE PULSING LNDG. THIS COULD HAVE ALSO CAUSED ME GREAT DIFFICULTY WITH AN ENG FAILURE BECAUSE OF THE ENORMOUS DISTR. THE PROFESSIONALISM IN THE LEAR CREW PREVENTED THE ACCIDENT. ALL CREWS SHOULD ALWAYS CLR THEIR OWN RWY BEFORE XING/ENTERING A RWY.
