Narrative:
After pushback, we were notified by dca ground control to taxi to parking spot kilo for ATC delay to lga. As we started taxi, I began to prepare takeoff data and wind shear performance data as per company procedures. We taxied into spot kilo and shut down the 2 engines required for taxi and remained pwred with APU. After a few mins, we noticed a fuel truck on the service road adjacent to the airport boundary fence. It was apparent that our left wing was blocking the service road. We started 1 engine and taxied clear of the service road. ATC then informed us to taxi to runway 36 hold block at charlie as they were changing runways due to a wind shift. We did so, and also started the remaining engines and completed checklists for takeoff. When #1 for takeoff, tower informed us that we had struck the fence near parking spot kilo. We returned to the gate, and maintenance confirmed this. Wingtip was slightly damaged -- mostly scratches and broken wingtip lighting fixtures.

Title: TAXIING TFC HITS WINGTIP ON FENCE IN HOLDING AREA ON ARPT.
Narrative: AFTER PUSHBACK, WE WERE NOTIFIED BY DCA GND CTL TO TAXI TO PARKING SPOT KILO FOR ATC DELAY TO LGA. AS WE STARTED TAXI, I BEGAN TO PREPARE TKOF DATA AND WIND SHEAR PERFORMANCE DATA AS PER COMPANY PROCS. WE TAXIED INTO SPOT KILO AND SHUT DOWN THE 2 ENGS REQUIRED FOR TAXI AND REMAINED PWRED WITH APU. AFTER A FEW MINS, WE NOTICED A FUEL TRUCK ON THE SVC ROAD ADJACENT TO THE ARPT BOUNDARY FENCE. IT WAS APPARENT THAT OUR L WING WAS BLOCKING THE SVC ROAD. WE STARTED 1 ENG AND TAXIED CLR OF THE SVC ROAD. ATC THEN INFORMED US TO TAXI TO RWY 36 HOLD BLOCK AT CHARLIE AS THEY WERE CHANGING RWYS DUE TO A WIND SHIFT. WE DID SO, AND ALSO STARTED THE REMAINING ENGS AND COMPLETED CHKLISTS FOR TKOF. WHEN #1 FOR TKOF, TWR INFORMED US THAT WE HAD STRUCK THE FENCE NEAR PARKING SPOT KILO. WE RETURNED TO THE GATE, AND MAINT CONFIRMED THIS. WINGTIP WAS SLIGHTLY DAMAGED -- MOSTLY SCRATCHES AND BROKEN WINGTIP LIGHTING FIXTURES.
