Narrative:
IMC climb out on bwi departure 124.55 15 mi from 'daily' intersection on 150 degree heading. ATC instructed right turn to 270 degrees. Turn resulted in TCASII-TA 7 mi ahead descending through our altitude. Then received RA instructing descend (opposing our clearance of climb to 14000 ft). We descended from 11500 to 9500 to resolve the RA. ATC advised climb. Airline procedure requires TCASII compliance.
