Narrative:
After departure off runway 21 gsp, told to turn right, then told to turn left which would have put us into severe thunderstorm. Right turn was necessary-announced: ok'ed, but resulted in being very near a light aircraft of some kind. Both of us were IMC. Seen on TCASII and avoided safely. It appears atl center was overloaded and shouldn't have taken the handoff.
