Narrative:
Phl tower controller cleared air carrier X into position to hold runway 27L. While taxiing into position, I cleared final visually and noticed a landing aircraft appeared to be lined up with runway 27L. I brought the aircraft (ours) to a stop and asked my copilot for his verification. At this point my aircraft was 90 degrees to runway heading (i.e., 180 degrees magnetic). At that moment we heard tower clear air carrier Y heavy to land on runway 27L, phl. I immediately informed tower that we were in position runway 27L awaiting ATC release. He became agitated and ordered us to exit the runway immediately. The only expeditious exit was straight ahead onto a closed (X'ed) stub opposite S1 (entry stub) runway 27L. As I exited onto this stub, Y called for and executed a go around. At no time did the tower controller request Y to go around. At this time I requested confirmation that we had been cleared into position to hold for release. Phl tower confirmed that we had been, admitted that the incident was his error and apologized.
Original NASA ASRS Text
Title: ACR X TAXIED INTO CLOSED AREA TO CLR RWY FOR ACR Y. ACR Y EXECUTED GAR. SYS ERROR.
Narrative: PHL TWR CTLR CLRED ACR X INTO POS TO HOLD RWY 27L. WHILE TAXIING INTO POS, I CLRED FINAL VISUALLY AND NOTICED A LNDG ACFT APPEARED TO BE LINED UP WITH RWY 27L. I BROUGHT THE ACFT (OURS) TO A STOP AND ASKED MY COPLT FOR HIS VERIFICATION. AT THIS POINT MY ACFT WAS 90 DEGS TO RWY HDG (I.E., 180 DEGS MAGNETIC). AT THAT MOMENT WE HEARD TWR CLR ACR Y HVY TO LAND ON RWY 27L, PHL. I IMMEDIATELY INFORMED TWR THAT WE WERE IN POS RWY 27L AWAITING ATC RELEASE. HE BECAME AGITATED AND ORDERED US TO EXIT THE RWY IMMEDIATELY. THE ONLY EXPEDITIOUS EXIT WAS STRAIGHT AHEAD ONTO A CLOSED (X'ED) STUB OPPOSITE S1 (ENTRY STUB) RWY 27L. AS I EXITED ONTO THIS STUB, Y CALLED FOR AND EXECUTED A GAR. AT NO TIME DID THE TWR CTLR REQUEST Y TO GAR. AT THIS TIME I REQUESTED CONFIRMATION THAT WE HAD BEEN CLRED INTO POS TO HOLD FOR RELEASE. PHL TWR CONFIRMED THAT WE HAD BEEN, ADMITTED THAT THE INCIDENT WAS HIS ERROR AND APOLOGIZED.
