Narrative:
Flying to luk. Was told by ZID approximately 20 NM from appleton VOR to expect the blunt 8 arrival to luk. Center advised me to contact ZID, (approximately 10 NM from appleton VOR) -- at this time I asked the new controller 'am I cleared for the blunt 8 arrival?' and ZID replied. 'Cleared for the blunt 8 arrival'. There was no! Altitude restr given to me in the clearance by ZID, when he cleared me for the STAR. After appleton VOR, I started my approach and left 14000 on the 255 degree radial. At 12800 ZID asked my altitude, and I replied 12800 -- he asked if I was canceling my IFR and I said no -- the controller asked me to level at 12000. Again, the controller who issued me the clearance did not give me an altitude to maintain. It should have been stated. Cleared for the blunt 8 arrival to luk maintain 14000, if the controller wanted me to stay at 14000.
