Narrative:
Airport vehicle operators at pia (peoria, il) refuse to operate warning or flashing lights while operating on the movement areas, even though it (use of lights) is required by local LOA with greater peoria airport authority/authorized. When requested by ground control to operate warning lights, vehicle operators refuse. Supervisor(south) on duty will not document this problem on daily log. I have directly requested a supervisor make entry on log of this unsafe violation of LOA, and was refused. I believe this constitutes negligence on management's part, since the first time an accident/runway incursion occurs, the FAA and ground controller will be liable. This could be resolved by requiring part 139 airports to equipment vehicles that are allowed on movement areas, with amber rotating beacons. Advisory circular: 150/5210-5B, and FAA order 5200.7 refer to lighting of vehicles, but aren't broad- based enough.

Title: ARPT VEHICLES REFUSE TO COMPLY WITH TWR GND CTL REQUEST TO TURN ON WARNING LIGHTS WHEN OPERATING ON ARPT MOVEMENT AREAS.
Narrative: ARPT VEHICLE OPERATORS AT PIA (PEORIA, IL) REFUSE TO OPERATE WARNING OR FLASHING LIGHTS WHILE OPERATING ON THE MOVEMENT AREAS, EVEN THOUGH IT (USE OF LIGHTS) IS REQUIRED BY LCL LOA WITH GREATER PEORIA ARPT AUTH. WHEN REQUESTED BY GND CTL TO OPERATE WARNING LIGHTS, VEHICLE OPERATORS REFUSE. SUPVR(S) ON DUTY WILL NOT DOCUMENT THIS PROB ON DAILY LOG. I HAVE DIRECTLY REQUESTED A SUPVR MAKE ENTRY ON LOG OF THIS UNSAFE VIOLATION OF LOA, AND WAS REFUSED.
