Narrative:

At mci I was cleared to taxi out of cargo ramp via B7-B-B5 to FBO. Upon approaching ottawa service road at B7 (westerly travel) an airport police vehicle failed to stop and proceeded into the taxiway. I already had my taxi lights on and should have been yielded to. Upon seeing the vehicle I also illuminated my landing lights and used maximum braking to avoid the collision. I informed ground of the incursion and the controller acknowledged that the vehicle did not give way. A report was filed at mci only after I repeatedly insisted a collision did occur at this same intersection about 1 month ago causing serious injury to another police officer. Lack of training and airport ground vehicle operations negligance need to be addressed. I fly this route 6 days a week and fear a future fatality. Callback conversation with reporter revealed the following information: reporter states ottowa road is a periphery road that runs parallel to the main txwys but crosses the crossing txwys. There are no stop signs on these taxiway/road intxns and vehicles travel at 50 mph and higher at times. Originally the security officers were separate from the police, but now there are regular police officers assigned to the airport. They seem to have no awareness that aircraft have right-of-way. The signs only indicate 'yield' and the vehicles don't. The first incident was almost fatal. The officer was driving fast, the aircraft was a large tail dragger. The car went under the wing and hit the landing gear. The propeller just missed the officer and only because she had dived down when accident started. Reporter's 2 incidents occurred with a police vehicle, then a truck, police chased the truck. It appears there is now harassment of the reporter as police have gotten his schedule and follow him, listening to tower communication when he lands and taxies. He feels the city is trying to find pilot error to save the police from fault. Reporter is mainly concerned that some corrective action occur before there is a fatality. Feels police need training on airport procedure and possibly use another road to check the areas so they do not cross aircraft txwys.

Title: VEHICLE DID NOT YIELD WHEN XING TXWY. NEAR COLLISION WITH TAXIING ACFT.

Narrative: AT MCI I WAS CLRED TO TAXI OUT OF CARGO RAMP VIA B7-B-B5 TO FBO. UPON APCHING OTTAWA SVC ROAD AT B7 (WESTERLY TRAVEL) AN ARPT POLICE VEHICLE FAILED TO STOP AND PROCEEDED INTO THE TXWY. I ALREADY HAD MY TAXI LIGHTS ON AND SHOULD HAVE BEEN YIELDED TO. UPON SEEING THE VEHICLE I ALSO ILLUMINATED MY LNDG LIGHTS AND USED MAX BRAKING TO AVOID THE COLLISION. I INFORMED GND OF THE INCURSION AND THE CTLR ACKNOWLEDGED THAT THE VEHICLE DID NOT GIVE WAY. A RPT WAS FILED AT MCI ONLY AFTER I REPEATEDLY INSISTED A COLLISION DID OCCUR AT THIS SAME INTXN ABOUT 1 MONTH AGO CAUSING SERIOUS INJURY TO ANOTHER POLICE OFFICER. LACK OF TRAINING AND ARPT GND VEHICLE OPS NEGLIGANCE NEED TO BE ADDRESSED. I FLY THIS RTE 6 DAYS A WK AND FEAR A FUTURE FATALITY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES OTTOWA ROAD IS A PERIPHERY ROAD THAT RUNS PARALLEL TO THE MAIN TXWYS BUT CROSSES THE XING TXWYS. THERE ARE NO STOP SIGNS ON THESE TXWY/ROAD INTXNS AND VEHICLES TRAVEL AT 50 MPH AND HIGHER AT TIMES. ORIGINALLY THE SECURITY OFFICERS WERE SEPARATE FROM THE POLICE, BUT NOW THERE ARE REGULAR POLICE OFFICERS ASSIGNED TO THE ARPT. THEY SEEM TO HAVE NO AWARENESS THAT ACFT HAVE RIGHT-OF-WAY. THE SIGNS ONLY INDICATE 'YIELD' AND THE VEHICLES DON'T. THE FIRST INCIDENT WAS ALMOST FATAL. THE OFFICER WAS DRIVING FAST, THE ACFT WAS A LARGE TAIL DRAGGER. THE CAR WENT UNDER THE WING AND HIT THE LNDG GEAR. THE PROP JUST MISSED THE OFFICER AND ONLY BECAUSE SHE HAD DIVED DOWN WHEN ACCIDENT STARTED. RPTR'S 2 INCIDENTS OCCURRED WITH A POLICE VEHICLE, THEN A TRUCK, POLICE CHASED THE TRUCK. IT APPEARS THERE IS NOW HARASSMENT OF THE RPTR AS POLICE HAVE GOTTEN HIS SCHEDULE AND FOLLOW HIM, LISTENING TO TWR COM WHEN HE LANDS AND TAXIES. HE FEELS THE CITY IS TRYING TO FIND PLT ERROR TO SAVE THE POLICE FROM FAULT. RPTR IS MAINLY CONCERNED THAT SOME CORRECTIVE ACTION OCCUR BEFORE THERE IS A FATALITY. FEELS POLICE NEED TRAINING ON ARPT PROC AND POSSIBLY USE ANOTHER ROAD TO CHK THE AREAS SO THEY DO NOT CROSS ACFT TXWYS.
