Narrative:
The noise abatement procedure at sna is at best marginally safe. The procedure requires a turn at the ILS 1 mi fix. There is no crossing radial for a back-up. The DME became intermittent after takeoff and we could not determine the point at which we should commence our turn. We may have set the noise monitor off because of the equipment failure. In my judgement, the noise abatement procedure should be standard for all airports. We should not be operating in airport environments with nonstandard noise restrs!

Title: NOISE ABATEMENT PROC REQUIRES OPERATING DME FOR FIRST TURN. DME FAILED ON TKOF.
Narrative: THE NOISE ABATEMENT PROC AT SNA IS AT BEST MARGINALLY SAFE. THE PROC REQUIRES A TURN AT THE ILS 1 MI FIX. THERE IS NO XING RADIAL FOR A BACK-UP. THE DME BECAME INTERMITTENT AFTER TKOF AND WE COULD NOT DETERMINE THE POINT AT WHICH WE SHOULD COMMENCE OUR TURN. WE MAY HAVE SET THE NOISE MONITOR OFF BECAUSE OF THE EQUIP FAILURE. IN MY JUDGEMENT, THE NOISE ABATEMENT PROC SHOULD BE STANDARD FOR ALL ARPTS. WE SHOULD NOT BE OPERATING IN ARPT ENVIRONMENTS WITH NONSTANDARD NOISE RESTRS!
