Narrative:
During normal flight following -- noticed flight departed ord with a fuel 1700 pounds below minimum dispatch release fuel. I received no call from the captain or the load agent concerning the lower fuel. Flight was illegal for dispatch and takeoff. He had point-to-point but not the whole 45 min reserve. Left fuel quantity cockpit indicator was placarded inoperative. Flight landed safely at pittsburgh.

Title: FLC OF ACR MLG OPERATED WITH LESS THAN REQUIRED FUEL FOR PROPOSED FLT.
Narrative: DURING NORMAL FLT FOLLOWING -- NOTICED FLT DEPARTED ORD WITH A FUEL 1700 LBS BELOW MINIMUM DISPATCH RELEASE FUEL. I RECEIVED NO CALL FROM THE CAPT OR THE LOAD AGENT CONCERNING THE LOWER FUEL. FLT WAS ILLEGAL FOR DISPATCH AND TKOF. HE HAD POINT-TO-POINT BUT NOT THE WHOLE 45 MIN RESERVE.
