Narrative:
At XA45 pm on apr/mon/94, myself and a friend departed stc st. Cloud airport for a direct flight to 14Y long prairie. My friend is not a pilot. I established an easy climb to 2500 ft MSL, which was my final cruising altitude to long prairie. This would result in an altitude of 2000 ft MSL by reaching the edge of st. Cloud and the wjon radio tower. I received a phone call from mr. Z of the minneapolis FAA office on apr/thu/94. Mr. Z stated there had been a complaint of a low flying airplane in the vicinity of the wjon tower at approximately XA30 pm on apr/mon/94. He used nx in reference to the complaint. Nx belongs to my company, and is a tbm 700. I was flying a BE33 ny I have no further information as to the location or qualification of the complainant. At the time of departure from stc, there were at least 7 airplanes in the pattern and or practice area. Callback conversation with reporter revealed the following information: the reports states that he knows that aircraft 'nx' was not flying at the time of the alleged incident. The complainant was not identified to the reporter. The local FSDO has dropped the whole thing with no action. The reporter thinks that this might be a personal attack by someone unknown to him.

Title: AN SMA PLT WAS FALSELY ACCUSED OF LOW LEVEL CIVIL FLT.
Narrative: AT XA45 PM ON APR/MON/94, MYSELF AND A FRIEND DEPARTED STC ST. CLOUD ARPT FOR A DIRECT FLT TO 14Y LONG PRAIRIE. MY FRIEND IS NOT A PLT. I ESTABLISHED AN EASY CLB TO 2500 FT MSL, WHICH WAS MY FINAL CRUISING ALT TO LONG PRAIRIE. THIS WOULD RESULT IN AN ALT OF 2000 FT MSL BY REACHING THE EDGE OF ST. CLOUD AND THE WJON RADIO TWR. I RECEIVED A PHONE CALL FROM MR. Z OF THE MINNEAPOLIS FAA OFFICE ON APR/THU/94. MR. Z STATED THERE HAD BEEN A COMPLAINT OF A LOW FLYING AIRPLANE IN THE VICINITY OF THE WJON TWR AT APPROX XA30 PM ON APR/MON/94. HE USED NX IN REF TO THE COMPLAINT. NX BELONGS TO MY COMPANY, AND IS A TBM 700. I WAS FLYING A BE33 NY I HAVE NO FURTHER INFO AS TO THE LOCATION OR QUALIFICATION OF THE COMPLAINANT. AT THE TIME OF DEP FROM STC, THERE WERE AT LEAST 7 AIRPLANES IN THE PATTERN AND OR PRACTICE AREA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTS STATES THAT HE KNOWS THAT ACFT 'NX' WAS NOT FLYING AT THE TIME OF THE ALLEGED INCIDENT. THE COMPLAINANT WAS NOT IDENTIFIED TO THE RPTR. THE LCL FSDO HAS DROPPED THE WHOLE THING WITH NO ACTION. THE RPTR THINKS THAT THIS MIGHT BE A PERSONAL ATTACK BY SOMEONE UNKNOWN TO HIM.
