Narrative:

While at 800 ft AGL on the final approach to runway 9R at ord, tower suddenly cleared a 747 that was holding short of 9R to cross left to right across the runway. My first officer and I prepared first officer a go around as we knew that the 747 was unlikely to clear the runway in time. At 200 ft AGL, the 747 was still half-way across our runway so we had to execute the go around. Tower should have known better than to expect a widebody transport jet to be able to cross a runway that quickly with another aircraft on short final. If I had been the pilot of the 747, I would never have accepted the crossing clearance.
