Narrative:

TCASII RA. We initiated 1000 FPM climb to 8500 ft to avoid a cessna 172 at 7600 ft. We didn't see him until we were given the 'monitor vertical speed' command from the TCASII. The traffic was not in radio communication with cvg airport nor did cvg approach have him on radar. We returned to our altitude after passing the traffic, our next closest traffic was 5 mi behind us at 9000 ft. If cessna wasn't in the TCA he was very close.
