Narrative:

Air carrier X reported missed approach due to vehicle on runway. Ground control had put vehicle on runway by mistake believing it was his due to impending runway change to opposite direction. This action diverted my attention from another more significant situation. Approach control put another aircraft on approach to runway 22L while beginning the new approach to runway 4R, the opposite end. I cleared the runway 22L aircraft to land and the runway 4R to continue. Due to fog, runway 22L traffic missed the runway and called missed approach on short final with runway 4R traffic on 3 mi final. I issued eastbound heading and no loss of separation occurred. Using both ends of same runway in IFR conditions does not make me feel comfortable.

Title: ACR X APCH TO OCCUPIED RWY HAD LTSS FROM VEHICLE ON RWY. SYS ERROR.

Narrative: ACR X RPTED MISSED APCH DUE TO VEHICLE ON RWY. GND CTL HAD PUT VEHICLE ON RWY BY MISTAKE BELIEVING IT WAS HIS DUE TO IMPENDING RWY CHANGE TO OPPOSITE DIRECTION. THIS ACTION DIVERTED MY ATTN FROM ANOTHER MORE SIGNIFICANT SIT. APCH CTL PUT ANOTHER ACFT ON APCH TO RWY 22L WHILE BEGINNING THE NEW APCH TO RWY 4R, THE OPPOSITE END. I CLRED THE RWY 22L ACFT TO LAND AND THE RWY 4R TO CONTINUE. DUE TO FOG, RWY 22L TFC MISSED THE RWY AND CALLED MISSED APCH ON SHORT FINAL WITH RWY 4R TFC ON 3 MI FINAL. I ISSUED EBOUND HDG AND NO LOSS OF SEPARATION OCCURRED. USING BOTH ENDS OF SAME RWY IN IFR CONDITIONS DOES NOT MAKE ME FEEL COMFORTABLE.
