Narrative:
I issued taxi to C-550 to runway 20. I noticed that it took excessive thrust to start the aircraft moving. As the aircraft taxied past the tower, I noticed a set of wheel chocks connected by a rope being dragged by the nose gear. Told the aircraft to hold his position and advised him of the situation. Copilot removed the chock which had the rope over the axle. Pilot thanked me very much.

Title: G-550 TAXIED WITH CHOCK WRAPPED AROUND NOSEWHEEL.
Narrative: I ISSUED TAXI TO C-550 TO RWY 20. I NOTICED THAT IT TOOK EXCESSIVE THRUST TO START THE ACFT MOVING. AS THE ACFT TAXIED PAST THE TWR, I NOTICED A SET OF WHEEL CHOCKS CONNECTED BY A ROPE BEING DRAGGED BY THE NOSE GEAR. TOLD THE ACFT TO HOLD HIS POS AND ADVISED HIM OF THE SIT. COPLT REMOVED THE CHOCK WHICH HAD THE ROPE OVER THE AXLE. PLT THANKED ME VERY MUCH.
