Narrative:
Received WX brief on ground at albany, GA, filed VFR flight plan to lal, fl via airways. Report was for good conditions en route and at destination. En route kept 'stepping higher' to maintain visual flight and at 12500 unable to remain out of clouds. Notified 121.5 immediately of status -- immediately placed on radar with ZJX! After 5 mins approximately out of clouds and VFR to lal via squawk 1200 as mutually agreed with ZJX. In reviewing situation I feel that all my actions were correct but was very disappointed in the system that I had to declare an emergency to get help via 121.5 for quick access to appropriate radar controller frequency (ZJX). To be honest with you, NASA -- I will be very interested in any action the FAA may take for my use of emergency declaration. If I do have any repercussions from event, the resultant 'mind set' would be to second guess what I did and maybe to wish I 'hid' for those 5 mins in the clouds. Hope matter is just another day's event, viewed by FAA as being handled correctly by all concerned -- including me!

Narrative: RECEIVED WX BRIEF ON GND AT ALBANY, GA, FILED VFR FLT PLAN TO LAL, FL VIA AIRWAYS. RPT WAS FOR GOOD CONDITIONS ENRTE AND AT DEST. ENRTE KEPT 'STEPPING HIGHER' TO MAINTAIN VISUAL FLT AND AT 12500 UNABLE TO REMAIN OUT OF CLOUDS. NOTIFIED 121.5 IMMEDIATELY OF STATUS -- IMMEDIATELY PLACED ON RADAR WITH ZJX! AFTER 5 MINS APPROX OUT OF CLOUDS AND VFR TO LAL VIA SQUAWK 1200 AS MUTUALLY AGREED WITH ZJX.
