Narrative:
While being vectored from the southwest to join the ben gurion VOR 300 degree radial inbound we were given a descent to 5000 ft. At about FL200, we got a TCASII alert followed by visual contact with an air carrier Y 747 being vectored in from the north 400 ft below us. We leveled off and then climbed several hundred ft. Each aircraft was then given vectors which actually reduced lateral separation. With the air carrier Y aircraft still below us we were told that we could continue to descend which would have reduced horizontal separation. Only after receiving a suitable vector did we continue to descend. Not all foreign controllers are as good as ours so be heads up!

Title: FLC OF AN ACR WDB LEVELED OFF IN DSCNT IN RESPONSE TO A TCASII TA AND VISUAL SIGHTING OF ANOTHER ACFT.
Narrative: WHILE BEING VECTORED FROM THE SOUTHWEST TO JOIN THE BEN GURION VOR 300 DEG RADIAL INBOUND WE WERE GIVEN A DSCNT TO 5000 FT. EACH ACFT WAS THEN GIVEN VECTORS WHICH ACTUALLY REDUCED LATERAL SEPARATION. WITH THE ACR Y ACFT STILL BELOW US WE WERE TOLD THAT WE COULD CONTINUE TO DSND WHICH WOULD HAVE REDUCED HORIZ SEPARATION. ONLY AFTER RECEIVING A SUITABLE VECTOR DID WE CONTINUE TO DSND. NOT ALL FOREIGN CTLRS ARE AS GOOD AS OURS SO BE HEADS UP!
