Narrative:
En route to phoenix from sba, center cleared us for the STAR. Altitude was 37000 ft. Cleared to cross scobe at FL290. The chart was on the PNF's yoke. The fix was located and we started the aircraft down at 2000 FPM. Unfortunately, the tail wind of 60 KTS pulls, increased our ground speed to the point where 6000 FPM would have been required. We crossed the fix at FL350 (the controller asked our altitude) upon reaching FL290 we were told to switch frequencys and to be more heads up. The clearance to descend was given approximately 20 mi from crossing fix. Normally close but double with ground speed, transition time and passenger comfort. The clearance was too close to the fix. Certainly position awareness on my part could be improved as well as ground speed awareness on part of controller.

Title: CORP ACFT MISSES CROSSING RESTR ALT DUE TO WIND AND LATE CLRNC.
Narrative: ENRTE TO PHOENIX FROM SBA, CTR CLRED US FOR THE STAR. ALT WAS 37000 FT. CLRED TO CROSS SCOBE AT FL290. THE CHART WAS ON THE PNF'S YOKE. THE FIX WAS LOCATED AND WE STARTED THE ACFT DOWN AT 2000 FPM. UNFORTUNATELY, THE TAIL WIND OF 60 KTS PULLS, INCREASED OUR GND SPD TO THE POINT WHERE 6000 FPM WOULD HAVE BEEN REQUIRED. WE CROSSED THE FIX AT FL350 (THE CTLR ASKED OUR ALT) UPON REACHING FL290 WE WERE TOLD TO SWITCH FREQS AND TO BE MORE HEADS UP. THE CLRNC TO DSND WAS GIVEN APPROX 20 MI FROM CROSSING FIX. NORMALLY CLOSE BUT DOUBLE WITH GND SPD, TRANSITION TIME AND PAX COMFORT. THE CLRNC WAS TOO CLOSE TO THE FIX. CERTAINLY POS AWARENESS ON MY PART COULD BE IMPROVED AS WELL AS GND SPD AWARENESS ON PART OF CTLR.
