Narrative:

The first officer was flying (air carrier X - 757). We were being vectored at 4000 ft for a turn to intercept the ILS to runway 12 at mia. As we began our turn to intercept the localizer, we saw another aircraft (air carrier Y). Y was displayed on our TCASII and we received a TA with an indication of the same altitude. We checked visually for a collision course. As I was about to order a turn to the right away from the aircraft, we received an RA from TCASII indicating a climb. I ordered a turn and a climb to follow the RA escape maneuver. We called ATC about the conflict and were vectored back for the approach for 12. The reason for the conflict is unknown even after talking to ATC on the phone after landing.
