Narrative:

Air carrier X, SF34, was being vectored to runway 18L final approach fix. Traffic called on Y, LR35, VFR, who had canceled radar services. X did not have traffic in sight. Y was off X's left side and passed behind him on the vector. After target's track diverged and passed behind X, he climbed 500 ft. Both aircraft at 5000 ft. Y was never a factor, and the TCASII did not respond until tracks diverged. Recommend pilots turn off TCASII in terminal environment.

Title: ACR X TCASII RA WITH VFR Y EVASIVE ACTION CLB. NON ADHERENCE TO ATC CLRNC.

Narrative: ACR X, SF34, WAS BEING VECTORED TO RWY 18L FINAL APCH FIX. TFC CALLED ON Y, LR35, VFR, WHO HAD CANCELED RADAR SVCS. X DID NOT HAVE TFC IN SIGHT. Y WAS OFF X'S L SIDE AND PASSED BEHIND HIM ON THE VECTOR. AFTER TARGET'S TRACK DIVERGED AND PASSED BEHIND X, HE CLBED 500 FT. BOTH ACFT AT 5000 FT. Y WAS NEVER A FACTOR, AND THE TCASII DID NOT RESPOND UNTIL TRACKS DIVERGED. RECOMMEND PLTS TURN OFF TCASII IN TERMINAL ENVIRONMENT.
