Narrative:
Departed frg airport, handed off to ny departure, we were given a climb to 7000 ft and a 270 degree heading. Ny approach was very busy. Over jfk airport, traffic was reported by TCASII at our altitude. We tried to get a visual on it but were unable. Ny was too busy for us to question. Advisory turned into a RA. We were given a descend command which we complied with. At 6400 ft we were given a 'clear of conflict.' about that time we saw an aircraft passing above us on a northeast course. We finally were able to advise ny approach of our maneuver and questioned them about intruder. We were told that it was IFR traffic at 7000 ft. They apologized and we climbed back to 7000 ft. TA's and RA's are quite common in ny TRACON area. So are mid-air collisions.

Title: CORP ACFT HAS TCASII RA, RESPONDS. BOTH ACFT ON IFR FLT PLANS.
Narrative: DEPARTED FRG ARPT, HANDED OFF TO NY DEP, WE WERE GIVEN A CLB TO 7000 FT AND A 270 DEG HDG. NY APCH WAS VERY BUSY. OVER JFK ARPT, TFC WAS RPTED BY TCASII AT OUR ALT. WE TRIED TO GET A VISUAL ON IT BUT WERE UNABLE. NY WAS TOO BUSY FOR US TO QUESTION. ADVISORY TURNED INTO A RA. WE WERE GIVEN A DSND COMMAND WHICH WE COMPLIED WITH. AT 6400 FT WE WERE GIVEN A 'CLR OF CONFLICT.' ABOUT THAT TIME WE SAW AN ACFT PASSING ABOVE US ON A NE COURSE. WE FINALLY WERE ABLE TO ADVISE NY APCH OF OUR MANEUVER AND QUESTIONED THEM ABOUT INTRUDER. WE WERE TOLD THAT IT WAS IFR TFC AT 7000 FT. THEY APOLOGIZED AND WE CLBED BACK TO 7000 FT. TA'S AND RA'S ARE QUITE COMMON IN NY TRACON AREA. SO ARE MID-AIR COLLISIONS.
