Narrative:
I was towing a banner for display over the rosemont area in class B airspace by prior arrangement with ord ATC northeast of ord. I was cleared to enter class B airspace at ord and maintain VFR and remain north of the extended centerline of runway 27R and maintain radio contact with the tower and visual separation from all traffic. Several landing aircraft reported TCASII alerts to the tower and the tower responded with my traffic position, often inquiring if I had traffic in sight. On all occasions, I had traffic in sight and some landing aircraft had visual contact with my aircraft. 1 landing aircraft reporting a TCASII was told on 2 occasions of my position, remaining north of runway 27R and having traffic in sight. The landing aircraft repeated TCASII alert and declared a go around. At the time of the go around, I was heading 090 degrees with traffic in sight. I watched the aircraft make an unnecessary go around. In mine and the controller's judgement, there was no conflict.

Title: ACR ACFT MAKES A GAR WHEN ITS TCASII RA PICKS UP BANNER TOWING ACFT IN PROX OF APCH RTE IN CLASS B AIRSPACE.
Narrative: I WAS TOWING A BANNER FOR DISPLAY OVER THE ROSEMONT AREA IN CLASS B AIRSPACE BY PRIOR ARRANGEMENT WITH ORD ATC NE OF ORD. I WAS CLRED TO ENTER CLASS B AIRSPACE AT ORD AND MAINTAIN VFR AND REMAIN N OF THE EXTENDED CTRLINE OF RWY 27R AND MAINTAIN RADIO CONTACT WITH THE TWR AND VISUAL SEPARATION FROM ALL TFC. SEVERAL LNDG ACFT RPTED TCASII ALERTS TO THE TWR AND THE TWR RESPONDED WITH MY TFC POS, OFTEN INQUIRING IF I HAD TFC IN SIGHT. ON ALL OCCASIONS, I HAD TFC IN SIGHT AND SOME LNDG ACFT HAD VISUAL CONTACT WITH MY ACFT. 1 LNDG ACFT RPTING A TCASII WAS TOLD ON 2 OCCASIONS OF MY POS, REMAINING N OF RWY 27R AND HAVING TFC IN SIGHT. THE LNDG ACFT REPEATED TCASII ALERT AND DECLARED A GAR. AT THE TIME OF THE GAR, I WAS HDG 090 DEGS WITH TFC IN SIGHT. I WATCHED THE ACFT MAKE AN UNNECESSARY GAR. IN MINE AND THE CTLR'S JUDGEMENT, THERE WAS NO CONFLICT.
