Narrative:
Small aircraft X C172 landed runway 27. I scanned the runway twice and it appeared that X had exited the runway. Small aircraft Y MO20 IFR cleared for takeoff. X questioned why I cleared an aircraft for takeoff while she was on the runway. I scanned the runway again and observed X about 1200 ft separated from the MO20. I asked X not to delay on the runway and X exited the runway prior to Y airborne. I informed X that the M020 was airborne after she had turned left off the runway. It is possible that X was behind the structural poles in the tower cabin attendant which blocked my vision because I scanned the runway twice prior to clearing Y for takeoff.

Title: SMA Y TKOF ON OCCUPIED RWY HAD LTSS FROM SMA X. PLTDEV. SYS ERROR.
Narrative: SMA X C172 LANDED RWY 27. I SCANNED THE RWY TWICE AND IT APPEARED THAT X HAD EXITED THE RWY. SMA Y MO20 IFR CLRED FOR TKOF. X QUESTIONED WHY I CLRED AN ACFT FOR TKOF WHILE SHE WAS ON THE RWY. I SCANNED THE RWY AGAIN AND OBSERVED X ABOUT 1200 FT SEPARATED FROM THE MO20. I ASKED X NOT TO DELAY ON THE RWY AND X EXITED THE RWY PRIOR TO Y AIRBORNE. I INFORMED X THAT THE M020 WAS AIRBORNE AFTER SHE HAD TURNED L OFF THE RWY. IT IS POSSIBLE THAT X WAS BEHIND THE STRUCTURAL POLES IN THE TWR CAB WHICH BLOCKED MY VISION BECAUSE I SCANNED THE RWY TWICE PRIOR TO CLRING Y FOR TKOF.
