Narrative:
Due to aircraft congestion, approach slowed the aircraft to 180 KTS about 25 NM east of sfo. (Landing 28R). Selected flaps 1. 'Trailing edge flap disagree' message appeared. No flap movement seen. Followed procedures for trailing edge flap disagreement. Procedure took about 4 mins and one 360 (degree turn). Landing was normal except a possibly slightly heavy left wing. Left flaps at 20 and taxied to gate.
