Narrative:

This incident consisted of a near ground collision between a grumman AA1B and a dehavilland twin otter at the yolo county airport on may/xx/94. Please see attached map. The grumman was taxiing south on the taxiway, just north of the mid- field east/west taxiway, see arrow labeled 'a.' 50 yards in front of the grumman and at the intersection of the 2 txwys, was a tail dragger cessna, most likely a 170, also taxiing south to runway 34. The twin otter had just landed on runway 34, turned off, and was taxiing east at a relatively high speed on the mid-field east/west taxiway, see arrow labeled 'B.' the twin otter failed to slow down or stop at the intersection. The grumman was forced to stop just short of the intersection. The twin otter crossed in front of the grumman and behind the cessna, turned north into the transient parking area passing between a parked piper aircraft and the grumman. The dehavilland's wing appeared to pass over both the piper and the grumman's wings. The dehavilland never appeared to slow down throughout the incident. In discussions with the pilot, an employee of xyz sky diving and known only as 'X' (he refused on 2 occasions to give us his last name), he indicated that he had seen only the cessna aircraft. To prevent future recurrences, we recommend that pilots slow down or stop prior to entering a taxiway intersection.

THE TWIN OTTER CROSSED IN FRONT OF THE GRUMMAN AND BEHIND THE CESSNA, TURNED N INTO THE TRANSIENT PARKING AREA PASSING BTWN A PARKED PIPER ACFT AND THE GRUMMAN. THE DEHAVILLAND'S WING APPEARED TO PASS OVER BOTH THE PIPER AND THE GRUMMAN'S WINGS. THE DEHAVILLAND NEVER APPEARED TO SLOW DOWN THROUGHOUT THE INCIDENT. IN DISCUSSIONS WITH THE PLT, AN EMPLOYEE OF XYZ SKY DIVING AND KNOWN ONLY AS 'X' (HE REFUSED ON 2 OCCASIONS TO GIVE US HIS LAST NAME), HE INDICATED THAT HE HAD SEEN ONLY THE CESSNA ACFT. TO PREVENT FUTURE RECURRENCES, WE RECOMMEND THAT PLTS SLOW DOWN OR STOP PRIOR TO ENTERING A TXWY INTXN.
