Narrative:
We were just north of elp on an assigned heading talking to ZAB on 128.2. ZAB requested that we turn 10 degrees left and I stated, 'unable, due to a cumulus' just to the left of our nose. ATC stated that 'cherokee' control had just closed restr airspace 5107B to him. After hearing my problem, he rechked with 'cherokee' and after a min he called me and asked me to squawk 7700 on the transponder. I was surprised that he asked us to do that since I had not declared an emergency. I assume ATC must have used this method to alert 'cherokee' control we were cutting the corner of the restr area. In about 4-5 mins I was able to turn left, after passing the 'cumulus' there seems to be a problem between ATC and the military control. ATC should have had some earlier warning that the restr area was closing.

Title: ACR LGT ENTERED RESTR AIRSPACE DUE TO WX AND A SHORT NOTICE FROM THE RESTR AREA CTLING AGENCY TO ATC OF ITS CLOSURE.
Narrative: WE WERE JUST N OF ELP ON AN ASSIGNED HDG TALKING TO ZAB ON 128.2. ZAB REQUESTED THAT WE TURN 10 DEGS L AND I STATED, 'UNABLE, DUE TO A CUMULUS' JUST TO THE L OF OUR NOSE. ATC STATED THAT 'CHEROKEE' CTL HAD JUST CLOSED RESTR AIRSPACE 5107B TO HIM. AFTER HEARING MY PROB, HE RECHKED WITH 'CHEROKEE' AND AFTER A MIN HE CALLED ME AND ASKED ME TO SQUAWK 7700 ON THE XPONDER. I WAS SURPRISED THAT HE ASKED US TO DO THAT SINCE I HAD NOT DECLARED AN EMER. I ASSUME ATC MUST HAVE USED THIS METHOD TO ALERT 'CHEROKEE' CTL WE WERE CUTTING THE CORNER OF THE RESTR AREA. IN ABOUT 4-5 MINS I WAS ABLE TO TURN L, AFTER PASSING THE 'CUMULUS' THERE SEEMS TO BE A PROB BTWN ATC AND THE MIL CTL. ATC SHOULD HAVE HAD SOME EARLIER WARNING THAT THE RESTR AREA WAS CLOSING.
