Narrative:

Unscheduled aircraft swap resulted in having fuel tanks topped off due to MEL for inoperative fuel gauge. Due to short duration of flight, 11 mins from bos to mht, I cautioned operations on passenger and bag capacity. We boarded all seats, 19, and initially 15 bags, weight and balance showed 181 pounds over legal landing limits. I told ramp personnel to remove 8 bags allowing us to land 7 pounds under maximum landing weight. New bag count should have been 26. On takeoff, the aircraft felt tail heavy at rotation speed. After retrimming it flew normally. I asked the first officer to request a baggage audit. Upon landing in mht, we had 30 bags not 26, approximately 87 pounds over maximum allowable landing weight. I grounded the aircraft until a proper maintenance inspection was completed.
