Narrative:
Center advised us of traffic at 10 O'clock. In the same time, or a little thereafter, the TCASII gave a TA. No traffic could be spotted. ATC was advised of no contact. In the meantime, the controller gave us a frequency change. While in the frequency change process, the TCASII gave an RA to climb at 2500 FPM. The RA was followed (first officer flying). In the climb to avoid the traffic, the traffic was spotted less than 1 mi and less than 500 ft. At about 10700 ft, the TCASII announced clear of traffic. The target was now no longer a factor. The aircraft was returned to the initial altitude. The new controller was contacted and advised of the situation in progress. He did not seem to be aware of the situation and did not appear to understand what could have happened -- hadn't we taken evasive action. The TCASII worked as advertised, the crew followed the alert. Without the TCASII warning, the outcome of this would have been very dramatic. There was no need of a frequency change after a traffic call.

Title: AN ACR LTT CREW CLBED IN RESPONSE TO A TCASII COMMAND.
Narrative: CTR ADVISED US OF TFC AT 10 O'CLOCK. IN THE SAME TIME, OR A LITTLE THEREAFTER, THE TCASII GAVE A TA. NO TFC COULD BE SPOTTED. ATC WAS ADVISED OF NO CONTACT. IN THE MEANTIME, THE CTLR GAVE US A FREQ CHANGE. WHILE IN THE FREQ CHANGE PROCESS, THE TCASII GAVE AN RA TO CLB AT 2500 FPM. THE RA WAS FOLLOWED (FO FLYING). IN THE CLB TO AVOID THE TFC, THE TFC WAS SPOTTED LESS THAN 1 MI AND LESS THAN 500 FT. AT ABOUT 10700 FT, THE TCASII ANNOUNCED CLR OF TFC. THE TARGET WAS NOW NO LONGER A FACTOR. THE ACFT WAS RETURNED TO THE INITIAL ALT. THE NEW CTLR WAS CONTACTED AND ADVISED OF THE SIT IN PROGRESS. HE DID NOT SEEM TO BE AWARE OF THE SIT AND DID NOT APPEAR TO UNDERSTAND WHAT COULD HAVE HAPPENED -- HADN'T WE TAKEN EVASIVE ACTION. THE TCASII WORKED AS ADVERTISED, THE CREW FOLLOWED THE ALERT. WITHOUT THE TCASII WARNING, THE OUTCOME OF THIS WOULD HAVE BEEN VERY DRAMATIC. THERE WAS NO NEED OF A FREQ CHANGE AFTER A TFC CALL.
