Narrative:
Small aircraft X, a cessna 172, was cleared for takeoff from runway 14 and to make a left turn to the north. Also had aircraft 'B' a cherokee on right base to runway 14. On a relief briefing, the first aircraft I pointed out was X. I saw that he was turning right. I told the controller that I had no idea why X was turning right. A few seconds later, I see an small aircraft Y opposite direction of X. Y never contacted the tower until it was midfield over the runway opposite direction of the active runway. I had to circle aircraft 'B' to avoid small aircraft Y. If the tower had a d-brite radar scope installed, this conflict would have not happened.

Title: SMA X HAD NMAC WITH SMA Y. OPPOSITE DIRECTION TFC PATTERN ENTRY. PLTDEV. EVASIVE ACTION TURN. SEE AND AVOID CONCEPT.
Narrative: SMA X, A CESSNA 172, WAS CLRED FOR TKOF FROM RWY 14 AND TO MAKE A L TURN TO THE N. ALSO HAD ACFT 'B' A CHEROKEE ON R BASE TO RWY 14. A FEW SECONDS LATER, I SEE AN SMA Y OPPOSITE DIRECTION OF X. Y NEVER CONTACTED THE TWR UNTIL IT WAS MIDFIELD OVER THE RWY OPPOSITE DIRECTION OF THE ACTIVE RWY. I HAD TO CIRCLE ACFT 'B' TO AVOID SMA Y. IF THE TWR HAD A D-BRITE RADAR SCOPE INSTALLED, THIS CONFLICT WOULD HAVE NOT HAPPENED.
