Narrative:
Air carrier X near the top of climb we were cleared by female controller to FL240. At about FL180 we were reclred (same voice) to FL230. Copilot read back and set altitude alerter at 23000 ft. At about FL220 the TCASII issued a traffic call followed by climb RA. We then spotted an aircraft Y in good reference to the TCASII image showing him 500 ft above us. I informed center we had traffic at our altitude and said 'we are climbing to FL230.' she responded maintain 'FL120' and, sensing a conflict, I responded, 'negative, we're climbing to FL230, where do you want us?' by this time, traffic was clear. We leveled off and controller adds, '230 or 210 will work maintain FL230.' supplemental information from acn 274492: X near top of climb cleared to FL240, at FL180 modified to FL230. I read back FL230 and st altitude alerter to FL230. Supplemental information from acn 274836: X was assigned FL210. Readback was 'roger, FL210.' aircraft climbed to FL230. Equipment problems (the radar sector 'pvd' keys were not responsive, which led to the controller being busier, ad unable to verify readback).

Narrative: ACR X NEAR THE TOP OF CLB WE WERE CLRED BY FEMALE CTLR TO FL240. AT ABOUT FL180 WE WERE RECLRED (SAME VOICE) TO FL230. COPLT READ BACK AND SET ALT ALERTER AT 23000 FT. AT ABOUT FL220 THE TCASII ISSUED A TFC CALL FOLLOWED BY CLB RA. WE THEN SPOTTED AN ACFT Y IN GOOD REF TO THE TCASII IMAGE SHOWING HIM 500 FT ABOVE US.
