Narrative:
On landing at msp, both left main tires blew out. Information: anti skid inoperative departing dtw. Full passenger and crew complement. Brakes checked ok on walk around. Crew discussed anti skid procedure and applied operating penalties. Normal 2 engine taxi at dtw. Routine flight. Normal approach, on speed 143 KTS, touchdown 132 KTS. Landing weight 142500 pounds. Touchdown point 1200 ft. Manually deployed speed brakes, normal reverse thrust. Light braking at 95 KTS. Felt aircraft bumping, kept directional control with rudder and nosewheel steering. Safe stop on centerline. Crew made decision not to evacuate/evacuation based on: tower advised no smoke or fire. Emergency crew indicated no fire. No smoke in cabin. Flight attendant confirmed no fire. Shut down engines, operated on APU. Passenger deplaned safely onto busses. Supplemental information from acn 274563: when left main wheels touched down (shown by skid marks) they began to skid. Both tires blew. Directional control was maintained with rudder pedal steering and nosewheel steering. No braking was applied during rollout until approximately 95 KTS when light braking was applied. At this time, crew felt bumping and suspected main tire failure on left side. Brakes may have been hot during previous taxi event then cooled in the air and stuck in the applied position.
