Narrative:
Proceeding at FL320 direct from uvr to pisis intersection under havana control, we were cleared to cross pisis at FL390. 30 NM from pisis (which is the dividing line between havana and cenamer control) we were handed off to cenamer. We started a climb to FL390. Cenamer advised us that the altitudes available were FL370 or FL410. We requested FL370. The clearance back was garbled. I asked for confirmation that we were cleared to cross pisis at FL370. Cenamer control confirmed. As we crossed pisis, havana control, via other company aircraft communications, wanted us to climb to FL390. I contacted havana directly and explained of our clearance from cenamer to cross pisis at FL370. Havana controller was upset that we had not relayed to them the change of clearance, even though we already had been handed off to cenamer control. There had been some recent instances in which havana and cenamer were unable to communicate via ground lines. I do not know if this was one of the cases.

Narrative: PROCEEDING AT FL320 DIRECT FROM UVR TO PISIS INTXN UNDER HAVANA CTL, WE WERE CLRED TO CROSS PISIS AT FL390. 30 NM FROM PISIS (WHICH IS THE DIVIDING LINE BTWN HAVANA AND CENAMER CTL) WE WERE HANDED OFF TO CENAMER. WE STARTED A CLB TO FL390. CENAMER ADVISED US THAT THE ALTS AVAILABLE WERE FL370 OR FL410. WE REQUESTED FL370. THE CLRNC BACK WAS GARBLED. I ASKED FOR CONFIRMATION THAT WE WERE CLRED TO CROSS PISIS AT FL370. CENAMER CTL CONFIRMED. AS WE CROSSED PISIS, HAVANA CTL, VIA OTHER COMPANY ACFT COMS, WANTED US TO CLB TO FL390. I CONTACTED HAVANA DIRECTLY AND EXPLAINED OF OUR CLRNC FROM CENAMER TO CROSS PISIS AT FL370. HAVANA CTLR WAS UPSET THAT WE HAD NOT RELAYED TO THEM THE CHANGE OF CLRNC, EVEN THOUGH WE ALREADY HAD BEEN HANDED OFF TO CENAMER CTL. THERE HAD BEEN SOME RECENT INSTANCES IN WHICH HAVANA AND CENAMER WERE UNABLE TO COMMUNICATE VIA GND LINES. I DO NOT KNOW IF THIS WAS ONE OF THE CASES.
